Confirm the property and account requirements
The program describes requirements for an owner-occupied single-family property with an active City drinking-water account and financial-assistance eligibility. Read the complete current criteria. A Portland mailing address, a high bill, or a leaking fixture alone does not establish qualification.

Check whether the actual leak is in scope
The program distinguishes eligible water-leak work from excluded categories such as sewer-related leaks and roof problems. Some equipment categories have qualifications or exceptions.
